Purchasing Coordinator (m/f)

Your Mission

The Purchasing Department is a supporting function within CSS BE and has been created in April 2019 to:

  • Define the rules of behavior for CSS BE employees involved in a purchase;
  • Help them to increase the economic impact of their purchasing initiatives and thereby contribute to the creation of value for CSS BE and its partners;
  • Ensure Purchasing practices are consistent with the Group Directive and rules related to the Procurement of Goods & Services and the practices applied within GRP/ PGE.

As Purchasing Coordinator (m/f), you are part of the Finance department and report to the Strategic Planning and Purchasing Manager.

Concretely, you are in charge of :

Purchasing strategy & governance

  • Together with Purchasing Manager:
    • develop the purchasing strategy of CSS BE ;
    • ensure that the Purchasing principles of CSS BE are in accordance with TOTAL Group's purchasing policies, the Code of Ethics and Code of Conduct ;
    • assess, manage and mitigate risks related to procurement strategy ;
  • Follow up the current panel of suppliers and determine in conjunction with the business the key suppliers based on both the purchased value (by running a spend analysis) and the supply risk ;
  • Contribute to the elaboration of the annual Procurement Plan for CSS BE ;
  • Liaise with Total Global Procurement to:
    • verify the existence and promote the use of TOTAL Group Frame Contracts ;
    • check the Governance mode of the purchasing categories in which CSS BE operates purchases ;
    • exchange on and benefit from best practices and standard documents ;
  • Ensure the market watch (economic, technological and competitive) in liaison with the Strategic Planning department ;

Purchasing management

  • Collaborate with all departments who need to purchase goods and services from suppliers to:
    • ensure the adoption of the Purchasing Policy of CSS BE ;
    • promote efficient purchasing management within CSS BE ;
    • ensure clear requirements and specifications for contract/ SLA negotiation and provide internal guidance to close deals with optimal terms ;
  • On topics with high stakes :
    • Participate in drafting pre-consultation (RFI) and tendering files (RFQ), notably by disseminating best practices (standard documents) and benchmarks ;
    • Challenge the business prescribers in terms of needs and specifications in order to globalize, simplify, standardize, focus needs and expand or renew the suppliers panel ;
    • Assist the business in the commercial and contractual negotiations of orders and contracts with suppliers in accordance with purchasing procedures and in conjunction with the Legal Department ;
  • Follow the portfolio of contracts and assist the business in the management of contracts by ensuring in particular the respect of the termination deadlines and terms ;
  • Support the business in managing significant commercial claims (>= 10k€) in conjunction with the Legal Department ;
  • Work closely with Compliance Officer, Legal Officer and Internal Control Officer in all matters concerning compliance, ethics, controls and local regulations ;

Monitoring and improving the performance of purchases:

  • Ensure proper monitoring of the performance indicators of the suppliers by the business ;
  • Ensure the proper application of framework contracts ;
  • Prepare supplier performance reviews and participate in their evaluation ;
  • Inform and follow up business and their suppliers on subcontracting, safety, quality and environment, social responsibility policies ;
  • Propose plans for improvement, optimization and / or transformation in collaboration with the business in order to improve the overall purchasing performance.

Your Profile

  • Bachelor or Master degree in Economics
  • First working experience of 3 years in a similar function or as business/ financial analyst
  • Financial and legal basic skills
  • Strong knowledge of Microsoft Excel and Microsoft Word
  • Excellent written and verbal communication skills (FR and EN, NL is a plus)
  • Strong relational and business partnering skills, building bridges with internal customers
  • Ability to drive/take initiative
  • Ability to work in a cross-functional team
  • Negotiation skills, conflict management and resolution skills
  • Strong time management and organization skills, used to work under constraints
  • Sense of confidentiality, ethics and integrity
